Capacity-building: operational planning and control of the investments conflicts and post-conflicts

Publication of the United Nations "UNIDIR (United Nations Institute for Disarmament Research)/2004/25 - Analysis of the Reports Submitted by States in 2003" requires an absolute engagement in favour of human safety and a sustaining world peace.
Operational Planning and the Control of the investments conflicts and post-conflicts raise enormous difficulties at the bilateral and multilateral organizations in monetarist , financial and human terms.

Actor of the civil society, implied in the reflexions on the Sustainable Development and the Sustained Economic Growth (DD/CES), we are held to take part in Capacity-building DDR Programs (Demobilization, Desarmement and Reintegration Programs) for the aim of the right to the development and the human Rights.

The Resolution of the United Nations 47/123 of 1993 on the Right to the development specifies the right to the participation: "All the people and all the people are entitled to a" participation active, free and significant with the development "(preamble) and to contribute to a development economic, social, cultural and political" (article first)

In Operations DDRD (Demobilization, Disarmement, Reintegration and Development) in Africa, the civil company and the private sector's Actors must profit more reinforcement of capacities with the partners of the ASEAN and PACIFIC ISLAND FORUM to reach the requirements for SUSTAINABILITY.

THE AFRICAN KANGAROO

The AFRICAN KANGAROO!
Quickly, without epistemologuer on the classification of Joseph Greenberg or Hjelmslev who looked further into the theories of Ferdinand Saussure, the word Kangaroo is borrowed from an Australian language. The Kangaroo is a mammal Australian of the order of the marsupials, with the rear limbs too londs allowing displacement by jumps. In the greatest species, the male reached 1,50m top; the female, of lower size, preserves its small for six (06) months approximately in a ventral pocket.
Exceptionally, it is this ventral pocket which interests us within the framework of our understandable pseudo metaphor, the African Kangaroo. It is significant to stress that the Kangaroo life in Australia and not in Africa. But, Australia could support the extreme precariousness of Africa in this "ventral pocket". How?

* * * the Australian economy knows since 1992 a sustained high growth and continuous on the structural, monetary and budgetary level. The Asia Department and the Pacific of the IMF did not fail to underline "the richness" of the Australian example for the other countries.
* * * Monitoring TQM of vignerais Australian is in the train of booster the veterans on the international market.
* * * As regards IDT (Indicating of the Technological Development), Australia has a leadership confirmed (cf: Report on the human development 2002, UNDP, Page 27-63). The Australian ones have Commercial Aggressive on this very strategic market, World Education Market (WEM).
* * * Australian Program STCRC of the Government is making results in the field of Sustainable Tourism.
* * * In the instruments of PPP (Partnerships Public Private), Australia has of a system of Regulation multi - sectors and Gouvernance federal. A meaning example of the Australian Government in cultural Diversity: Hobart Special Program Processing Centers Department of immigration and multicultural and Indigenous Affairs .

With the Avian Flu, the PVVIH/SIDA, the high rate of diabetic, the extreme precariousness of the future generations (...), Africa is in the URGENCY. These Australian examples of Sustainability could be adopted like models of sustained development.
